Hawaii's notary exam is closed-book, requires an 80% passing score, and draws on material spread across three official documents most candidates never find. There is no official practice test.
The fill-in-the-blank certificate section is where people fail. You have to reproduce acknowledgments and jurats from memory, place every element of the Notary Certification block correctly, and draw your seal impression. Nobody warns you about the seal.
Hawaii also runs on rules that no national course teaches. The Attorney General commissions notaries here, not a Secretary of State. There are four judicial circuits and no Fourth. Kalawao sits on Molokai but belongs to the First Circuit. Miss those and you've spent your margin before you reach the certificates.
Most notary training is written once for fifty states and adapted at the edges. Hawaii's exam does not reward that.
| Hawaii Notary Prep | National notary courses NNA and similar |
In-person Hawaii prep class | |
|---|---|---|---|
| What it teaches | HRS Chapter 456, HAR Chapter 5-11, and the AG's Notary Public Manual — the three sources the exam is written from | General notary practice, national best practice, and state supplies. Hawaii-specific exam content is thin or absent | Hawaii law, taught live by a local instructor |
| Certificate drills | Interactive fill-in-the-blank for all five acts, plus the Notary Certification block as its own exercise. Unlimited repetitions | Sample certificate wording to read. Little to no Hawaii-format practice | Paper handouts worked through once during class |
| Matches the real format | Built around what candidates report: multiple choice, true/false, short answer, and several pages of certificate scenarios | Generic quizzes not modeled on Hawaii's paper | Varies by instructor |
| Circuits and venue | Drilled directly, including the Kalawao trap and the missing Fourth Circuit | Not covered — circuits are a Hawaii concept | Covered |
| Practice questions | 140, each with an explanation citing the statute or rule behind it | Included, but calibrated to a national curriculum | Usually nothing to take home |
| When you can study | Immediately after purchase, at any hour, from any island | Self-paced | Fixed date and location — a flight if you're on a neighbor island |
| Cost | $49 or $97, once. No renewal, no subscription | Course, bond, seal and membership are usually priced separately | Typically $100 or more per seat |
| Who wrote it | A commissioned Hawaii notary and Remote Online Notary who sat this exam and passed on the first attempt | A national curriculum team | A local instructor |

That your commission comes from the Attorney General. Hawaii has no Secretary of State, and that single fact trips up candidates who studied elsewhere.
That the commission expiration date does not go on your seal. It goes beside your signature. This is graded on the certificate pages.
That when a corporation has no corporate seal, you line out and initial the seal language and add a specific replacement phrase. It is a tested scenario.
Four tools covering every tested section.
Fill-in-the-blank practice for every act: individual acknowledgment, corporate acknowledgment including the no-seal correction, power of attorney, and jurat — plus the Notary Certification block as a separate exercise. This is the section that causes most failures.
Core only140 questions across multiple choice, true/false and fill-in-the-blank, filterable by topic. Immediate feedback with explanations sourced from the manual, HAR and HRS. Your weakest topics surface in the score breakdown.
Fifteen sections distilling the Notary Public Manual into what's actually tested — fees, fines, journal fields, identity methods, prohibited acts, and the full text of every certificate type.
Core only40 flip cards on the specifics that are easy to lose — dollar amounts, deadlines, circuit assignments, exact required phrases. Built for the last few days before your date.
